The Hougang Central tender closed on 16 December 2025 with three bids. The consortium of CICT, CapitaLand Development and UOL Group placed the highest, at $1,500,738,338, or $1,179 per square foot per plot ratio, and the site was awarded on 14 January 2026.
CapitaLand Development and UOL Group develop the homes as a 50:50 joint venture, and CICT owns the commercial component, which includes a mall of about 300,000 square feet, a new Hougang bus interchange and a town plaza. The developer page covers each partner.
