A land tender at Marina Gardens Lane closed on 15 October 2026 with a single bid, submitted by EL Development, according to EdgeProp. Analysts had expected three to six bidders for the site, so the turnout fell well short of that range. This explainer sets out how a sole bid is handled under the Government Land Sales programme and how the outcome compares with earlier tenders on the edge of the Central Business District.
The 99-year leasehold plot covers 64,659 sq ft and carries a maximum gross floor area of 362,122 sq ft, enough for about 390 homes with commercial space on the first storey. The tender opened on 13 August 2026 and is the third site released in the Marina South precinct. One condition caps the first-storey commercial space at 150 sq m (1,615 sq ft), set aside for future residents, with the management corporation taking over its running once the project is complete.
A tender under the Government Land Sales programme does not have to end in an award. The authority can accept an offer or reject it, and a single bid is assessed in the same way as one from a crowded field. The 2024 tender for Marina Gardens Crescent shows how that works: it also drew one bid, from GuocoLand, Hong Leong Holdings and TID, and URA rejected it as too low, so the plot was not awarded.
EdgeProp set the 2026 offer against two earlier reference points, citing an analyst. It was 11.3% lower than the bid that won the adjacent Marina Gardens Lane plot in 2023, and 26.3% higher than the offer rejected for Marina Gardens Crescent in 2024.
The turnout history is uneven. Marina View drew one bidder in 2021, IOI Properties Group. The adjacent Marina Gardens Lane plot drew four in 2023, and a Kingsford Group-led consortium won it. Marina Gardens Crescent drew one in 2024, and the 2026 site drew one. One analyst called subdued participation a recurring pattern for CBD sites, while another linked it to the larger volume of residential land on offer, which gives developers a wider choice, EdgeProp reported.
EL Development named the views, the distance to Gardens by the Bay and Marina South MRT station on the Thomson-East Coast Line as the draws of the location. Next door, the Kingsford-led consortium launched the 937-unit One Marina Gardens in April 2025, and caveats lodged at the time of the report point to about 72% sold.
Linktown Residences Hougang Central (Updated 2026) is a separate Government Land Sales outcome, awarded on 14 January 2026 to a consortium of CICT, CapitaLand Development and UOL Group. The integrated development at Hougang Avenue 10 pairs a condominium of about 830 homes with a new CICT mall of about 300,000 sq ft of net lettable area, a bus interchange and a town plaza. Tenure is 99-year leasehold in District 19, and Hougang MRT is about 140 m away; the location page maps the surroundings, and launch details will be published as the developer releases them.
