BTO announcements are full of labels that can confuse first-time readers. This October's exercise, reviewed by Stacked Homes, offers 7,970 flats across seven projects and uses several of them. Here is what they mean in plain terms. The rules themselves are set by HDB and can change, so always check its latest guidance.

What BTO means

BTO stands for Build-To-Order. HDB launches a project, households apply, and construction begins once enough demand is confirmed. That is why flats take years to arrive and why applying is a commitment to a long timeline.

2-room Flexi

A 2-room Flexi flat is a small unit offered with a choice of lease options, designed mainly for older households and singles. Most of the seven projects include them, though Tengah and Yishun's Chencharu also offer larger flats up to five rooms.

3Gen flats

A 3Gen flat is designed for families with three generations living together. In this exercise, they are offered at Tengah, which the review describes as the first BTO launch there in three years.

Community Care Apartments

Community Care Apartments are for seniors and combine housing with care services. The Toa Payoh Caldecott project has the first of them in that town.

Prime classification

Some projects in central or popular locations are classified as Prime, which comes with stricter conditions than a standard project. The review says the Caldecott project is likely to be one. Applicants should read the conditions on resale and eligibility before choosing such a project.

Where Linktown Residences fits

Private developments follow a different set of rules from BTO flats, and the two are not interchangeable. Linktown Residences is a 99-year leasehold private development at Hougang Central in District 19, a 50:50 joint venture of UOL and CapitaLand Development. It is planned for about 830 homes, with Hougang MRT on the North East Line only about 140 metres away. The project is in pre-launch.

How to read an announcement

When HDB announces an exercise, three things are worth checking before anything else: the list of projects, the flat types offered in each, and the application dates. The Stacked Homes review summarises the projects, but the official announcement is the document that governs, and it is where final flat counts, prices and conditions are confirmed.

It is also worth noting what a headline total leaves out. A figure such as 7,970 flats says nothing about how many applicants there will be, which projects will be most popular, or what each flat will cost. Those answers arrive later, and they differ project by project. A household that keeps its priorities clear, such as location, flat type and timeline, will find it easier to cut through the noise.
